140F should be a safe temp. ‘Sluggish” is not the way 6s should perform.
I have no experience with a 1300kv motor, but I do understand the theory of how kv effects performance. 16t pinion should be to low for a 1300kv. Does the motor reach max speed quickly? A motor that reaches max speed to quick and is running at its max to often will run hot. In my opinion yes, you need to run a taller gear.
There can be other issues leading to your rc running sluggish. First check the gear mesh of the pinion and spur. To tight of a mesh will increase the load on motor. Separate the motor from spur. Using your finger rotate the spur and make sure you don’t feel any resistance at all. This is best done with all the wheels removed. If there is any friction or grinding, remove the center diff and inspect it. Rotate the outdrives to make sure they are smooth. Do same to bearings. If it checks out fine. Remove the front or rear driveshaft and reinstall the center diff. Using your finger rotate the spur again. Reinstall drive shaft and do the same with the other driveshaft. If there is anything discovered during this inspection. Just reply and we will try and figure it out.
If you found that nothing is grinding, sticking, or rubbing then the pinion tooth should be replaced next. It’s hard to say how many teeth you should go up. I would start at 18T since I had an 18T for my 2000kv tekin and it flew like a rocket, but ran hot. Your 1300kv mated with a 18T should be a good starting point. 2 teeth in the pinion make a huge difference.
