The stock Rear hub camber link top inserts what changes having the arrows up or down ? Running on a loose outdoor track .
 
Arrow up moves the holes up and creates a higher roll center. Arrow down is a lower roll center. Lower roll center will produce more roll and more grip, especially off power into turns. Higher roll center will make the rear will stay flatter and can free the rear end into turns. It will also feel more locked in on power. It can be a driver/track dependent setup change, I suggest trying both and see which you prefer.
